The Partnership with African Institutions, jointly operated by Campus France and the French National Research Agency (ANR) and financed by the French Development Agency (AFD) aims to set up ambitious university projects between France and 18 African countries.

The "Partnerships with African Higher Education" program

The "Partnerships with African Higher Education (PEA)" program is one of the components of the "Bienvenue en France" (Welcome to France) strategy presented by the Prime Minister in November 2018. As part of a double rationale for building the capacity of African institutions and the international influence of French institutions, it aims to:

  • offer students from the African continent the opportunity to find quality training courses in their country or region, starting with a bachelor's degree, and meeting the needs of the socio-economic world

  • support French higher education institutions in developing partnerships, particularly in sectors that are strategically important to the economies of the countries concerned

  • allow for mobility and student/teacher exchanges (in both directions) between French institutions and African institutions

 

This call for projects will be financed with up to 20 million euros by the French government via the AFD under the policy of aid to developing countries as led by the Ministry for Europe and Foreign Affairs along with the Ministry of Higher Education, Research and Innovation. It's operated by the French National Research Agency (ANR) and Campus France, which works specifically on the communication and promotion of the program.

 

Eligible Countries

The PEA program is open to the 18 African countries defined as "priority" by the Interministerial Committee on International Cooperation and Development (CICID): Benin, Burkina Faso, Burundi, Comoros, Djibouti, Ethiopia, Gambia, Guinea, Liberia, Madagascar, Mali, Mauritania, Niger, Central African Republic, Democratic Republic of the Congo, Senegal, Chad and Togo.

 

Project Selection

Each project will be coordinated by a higher education institution in an African country and by one or more French institutions. It will target Bachelor's (Bac+3), Master's (Bac+5) and Doctorate (Bac+8) level courses concerning a priority area of business for the sustainable development of the country concerned.

The selection process for the call for projects will take place in two phases: Applicants have until September 21, 2020 to submit their preliminary plans. Then, after an evaluation, those who are pre-selected will be invited to submit their full project plans.

The winning projects will be supported for 4 years for a sum of between 1.5 and 3.5 million euros.
